Voici le calendrier proposé par la Commission pour le processus de rédaction des propositions européennes / Here is the calendar proposed by the Commission on the drafting of the  EU proposals :

 

5 février / 5 February : adoption des propositions de Pascal Lamy par la Commission; décision finale sur le satut du document (secret ou non) / adoption by the Commission of the Pascal Lamy proposals; final decision on the status of the document (secret or not) ;

 

6 février/ 6 February : présentation du premier projet de liste aux 15 gouvernements / presentation of the first draft list to the 15 governments

 

11 - 12 février / 11-12 February: Comité 133, premières réactions / 133 Committee : first reactions

 

19 février / 19 February :  date limite pour les réactions des 15 gouvernements au premier projet de liste / final day for the 15 governments reactions to the first draft

 

26 février : la Commission européenne propose un deuxième projet d'offres basé sur les observations des 15 gouvernements / the EU Commission proposes a second draft of offers based on the 15 goverments comments

 

6 mars / 6 March  : Comité 133, première discussion / 133 Committeee , first discussion

 

12 mars / 12 March : Comité 133, deuxième discussion / 133 Committee, second discussion

 

19 mars / 19 March : Comité 133, dernière discussion / 133 Committee, final discussion

 

26 mars / 26 March :  Comité 133 – Services : approbation / 133 Committee-Services : adoption

 

29 mars / 29 March : Comité 133 titulaires : décision définitive / 133 Committee (seniors) : final decision

 

31 mars/ 31 March : Genève : présentation de la liste européenne des offres de libéralisation à l’OMC / Geneva : presentation of the EU list of offers to the WTO.

 

 

Comme vous pouvez le constater, la Commission impose un calendrier qui ne laisse aucune place au débat démocratique et qui limite les réactions des gouvernements à des procédures technocratiques.

 

As you can see, the Commission imposes a timetable that leaves no room for a democratic debate and limits comments and reactions to technocratic process.
